Heita má að formlega hafi heimsstyrjöldinni fyrri lokið í gömlu konungshöllinni í Versölum við París þegar sigurvegararnir komust að þeirri niðurstöðu að Þjóðverjar og bandamenn þeirra, sem beðið höfðu ósigur, skyldu gangast við því að hafa átt sök á upptökum ófriðarins og væru ábyrgir fyrir öllu tjóni sem orðið hefði í stríðinu. Þjóðverjum var meinað að taka þátt í “samningaviðræðunum” en þröngvað til að undirrita. Nokkurn tíma tók að gera “tjónaskrá” sem krafa um himinháar stríðsskaðabætur var síðan reist á.

Með “samningunum” í Versölum varð framhald á þeirri óvild og hatri sem óspart hafði verið alið á af hálfu beggja stríðsaðila í aðdraganda stríðsins og í stríðinu sjálfu. Og í þeim jarðvegi dafnaði síðan vel áróður nasista sem hvöttu Þjóðverja til að rísa upp og hafna meintu ranglæti.

Lengi vel var því trúað að Versalasamningarnir svokölluðu yrðu varanlegt víti til varnaðar. Nú hefur komið í ljós að svo er ekki. NATÓ ríkin segjast ætla að “þreyta Rússa” – það þýðir að halda stríðinu áfram, eða eins og varnarmálaráðherra Úkraínu orðaði það, NATÓ mun sjá fyrir vopnunum, við fórnum blóðinu! Undir þessa hugsun hefur ríkisstjórn Íslands tekið, barist skuli til síðasta manns með íslenska ullarvettlinga svo að skjóta megi af öryggi hvernig sem viðrar!

Inn á þetta svið hefur Evrópuráðið nú stigið - stofnun sem frá því um miðja síðustu öld hefur haft það hlutverk að standa vörð um mannréttindi, oftar en ekki gegn ríkisvaldi. Margt gerist misjafnt innan landamæra margra aðildarríkjanna en samt hefur þótt betra að hafa þau til staðar. Í Póllandi, Tyrklandi, Rússlandi og fleiri aðildarríkjum ráðsins hefur andófsmönnum ekki þótt verra að hafa þennan vettvang til að ræða ranglætið heima fyrir. Þegar Rússar voru reknir úr ráðinu var það því ekki Pútín sem var rekinn heldur þeir landar hans sem vildu halda honum við efnið á mannréttindavettvangi Evrópu.

Og kemur þá að Reykjavíkurfundinum sem er sögulegur fyrir ýmissa hluta sakir en ekki endilega þær sem helst hefur verið gumað af, nefnilega hve frábærlega íslensk stjórnvöld hafi staðið sig. Eflaust stóðu margir sig vel. Ég efast ekki um að íslenska lögreglan hafi framkvæmt vel það sem henni var ætlað að gera – og margir aðrir unnið sín verk óaðfinnanlega.

Ég ætla hins vegar að leyfa mér að gagnrýna stjórnvöldin. Ég tel að Íslendingar hafi gert rangt í því að sækjast eftir því að halda þennan fund sem fyrst og fremst snerist um hagsmuni ríkja svo að ekki sé nú minnst á drauginn sem alltaf glittir í að baki, vopnaiðnaðinn. Í öðru lagi áttum við ekki að taka í mál að láta eins og gert var með alla þessa öryggisgæslu og vígvæðingu löggæslunnar sem ætluð er til frambúðar. Ísland verður nú öruggara sagði lögreglumálaráðherrann og brosti hringinn.

En það er ekki bara vopnavædd löggæsla sem þessi fundur skilar okkur til frambúðar heldur styrkti hann valdstjórnarhugsun og þá hugsun að einn sé öðrum æðri. Hvers vegna getur þetta fólk ekki komið til fundar eins og venjulegt fólk, ekið í venjulegum bílum og hagað sér eftir því? Mér skilst að meira að segja Norðurlandaráðherrar hafi verið komnir með nefið upp í loftið innan um allar vopnuðu sveitirnar. Það er dapurlegt að Íslendingar skuli þarna hafa stigið skref – meira að segja stórt skref - inn í þetta óskaland snobbhænsna.

En verstar af öllu voru niðurstöður fundarins. Stuðningur við “tjónaskrá”, að hætti sigurvegaranna í Versölum, og samkvæmt henni Rússar látnir borga - og hvernig? Jú, með því að stela gjaldeyrisforða Rússlands í bönkum á Vesturlöndum! Sagt er að þessu sé stefnt gegn Pútín. Það er af og frá. Það er rússnesk alþýða sem verður látin blæða, það er hún sem á endanum mun borga brúsann ef af verður. Og hún mun ekki gleyma. Aldrei.

Og hvað með þær þúsundir sem voru drepnar í Úkraínustríðinu í austurhluta landsins sem hófst árið 2014? Þar var gerandinn fyrst og fremst úkraínski herinn og málaliðar á hans vegum. Stendur til að gera tjónaskrá um missi fólksins þar? Eða í Írak þar sem milljón manns týndu lífi? Það voru hins vegar ekki Evrópulíf og gerendur góðkunningjar.

Þær deilur sem nú eru að teiknast upp í heiminum eru ekki aðeins á milli austurs og vesturs, heldur ekki síður norðurs og suðurs.

Í atkvæðagreiðslu í Mannréttindanefnd Sameinuðu þjóðanna nýlega voru greidd atkvæði um pólitískar refsiaðgerðir auðvaldsheimsins gegn hinum óhlýðnu. Þar beið NATÓ blokkin afhroð. Í suðrinu eru fátæku ríkin í þann veginn að fá nóg af yfirgangi alþjóðafjármagnsins. Það er góðs viti. Og þarna ætti Ísland að vera en ekki í faðmlögum við yfirgangsöflin.

Gæti verið að varðstöðumenn auðvaldsheimsins skynji að þeim glymji klukkan; að þess vegna sé samviskan ekki alveg góð og að þess vegna þurfi tíu mótorhjólalögreglumenn, brynvarða bíla og vopnaðar sveitir á húsþökum til að tryggja þeim andlega ró?
Eða er þetta bara hið gamalkunna:
Ég er meiri en þú.

It can be said that the First World War officially ended in the old royal palace in Versailles near Paris when the victors came to the conclusion that the Germans and their allies, who had suffered defeat, should accept that they were to blame for the origin of the hostilities and were responsible for all damage caused by the war. The Germans were forbidden to participate in the "negotiations" but forced to sign. It took some time to make a "damage register" on which a claim for exorbitant war damages was based.
With the "agreements" in Versailles, there was a continuation of the hostility and hatred that had been indiscriminately fostered by both warring parties in the run-up to the war and during the war itself. And in that soil, Nazi propaganda later thrived, urging Germans to rise up and reject the supposed injustice.
It was believed that the so-called Treaty of Versailles would be a permanent deterrent. In reality, however, this was not the case. Now the NATO countries say they are going to "wear out Russia" - that means to continue the war, or as the Minister of Defence of Ukraine put it, NATO will provide the weapons, we will sacrifice the blood! This is indeed the understanding of the Icelandic government, imperative to fight to the last man and with Icelandic woolen mittens it would be possible to shoot safely no matter what the weather!
Into this field has now stepped the Council of Europe - an institution which, since the middle of the last century, has been tasked with defending human rights, more often than not against state power. Many things go astray within the borders of various member states, but still it has been seen to be beneficial to have them there. In Poland, Turkey, Russia and some other member states of the Council of Europe, dissidents have not thought it worse to have this platform to discuss wrongdoings at home. When Russia was expelled from the Council, it was in fact not primarily Putin who was expelled, but those of his countrymen who wanted him to be made accountable in a European human rights forum.
And here we come to the Reykjavík meeting, which is historic for various reasons, but not necessarily the ones that have been highlighted, namely how excellent the Icelandic government had performed. No doubt many did well. I have no doubt that the Icelandic police did well in tasks entrusted to them - and many others did their work flawlessly.
However, I am going to allow myself to criticize the government. I believe that the Icelanders made a mistake in seeking to hold this meeting, which was primarily geopolitical in nature, about state interests, so as not to mention the spectre that always lurks in the background, the arms industry. Secondly, we shouldn't have gone to the lengths we did when it came to ensuring armed security for the meeting, something that will leave a permanent footprint in Iceland. Iceland will now be safer, said the Minister of Police and smiled all around.
But it is not just armed law enforcement that this meeting brings us permanently, it also reinforced authoritarian thinking and the thought that one is superior to another. Why can't these people come to meetings like normal citizens, drive normal cars and behave accordingly? I understand that even the Nordic ministers had their noses up in the air amid all the armed guards around them. It is sad to have to acknowledge that Icelanders have taken a step - even a big step - into this snobbish hen's dreamland.
But worst of all were the results of the meeting. Support for a "damage list", in the style of the victors in Versailles, and according to it the Russians will be made to pay.
But how?
By stealing Russia's foreign exchange reserves in banks in the West! It is said that this is directed against Putin. That is of course not the case. It is the Russian people who will be bled, it is they who will pay the price in the end. And they won't forget.
Never.
And what about the thousands killed in the Ukraine war in the east of the country that began in 2014? There, the perpetrator was primarily the Ukrainian army and its mercenaries. Will there be a damage register about the loss of the people there? Or in Iraq where a million people lost their lives? Hardly. These were not European lives and the perpetrators were “ours´”.
The conflicts that are now emerging in the world are not only between East and West, but also between North and South.
In a vote in the Human Rights Commission of the United Nations recently, votes were cast on the political sanctions by the capitalist world against the “disobedient”. The NATO bloc suffered a decisive defeat. That was a good sign. It is evident that the poor countries of the South have had more than their share of aggressive international capital. And this is where Iceland should, supporting these lands and not in an embrace with the aggressive forces.
Could it be that the guardians of the capitalist world sense for whom the bell tolls; and that this is why their conscience is not at ease and that this is in turn explains why ten motorcycle-policemen, armoured cars and armed squads on the roofs of houses are needed to ensure their peace of mind when they gather for a discussion?
Or is this simply to remind us of the old dictum we know so well: I am greater than you.
